Depending is how I'll start ...
Typically, concrete wants to breath. (Cement is a binding material in the concrete, itself ...) So sealing it or painting it may not be desireable because moisture wants to seep through. If sufficient moisture is trapped and it freezes, it could begin to spald (peel). If it doesn't freeze, it could begin to break down. Either way, if the concrete wants to breath, and it can't, you may have problems. Sooooo, if the TOP of your patio is sealed, or if the TOP is 'finished' with a material that prevents breathing, then I wouldn't recommend sealing the foundation. (And when you say foundation, I'm assuming you mean the 'sides' of the patio.
If you decide to do as you plan, yes, you'll want to SEAL the concrete first, then paint. The Primer/Sealer is a single product that you'd purchase especially for this situation. Visit your local Paint Retailer (not the 'big box' store) and ask for concrete primer/sealer. DO BE SURE to tell them what you want to do so you get the correct prep and FINISH products. Also, get the right tools. And as you say, "I want to do this job once", be SURE to read the instructions BEFORE you leave the store in case you have any questions or in case you need additional material/tools to do the job. Ask the folks what tools you'll need, for starters. But read before you leave. Consider power washing and waiting a day or 2 for it to dry.
