Basement

I've decided that I want to move my office into the basement. Currently, the basement (stone sides with poured concrete floor) is relatively moist and but has no leaks during heavy rain storms. I'm planning on dividing the basement in half and putting a sub-floor in to reduce the amount of moisture in the new room.
1.) Is this adviseable?
2.)Should I just consider putting down tile and avoid losing some headspace?
3.) If I put the sub-floor in, what do I need to do to avoid moisture from rotting the wood below?
4.) Lastely, are there any recommendations for sealing the stone walls... I was considering patching any large holes with concrete and painting over them.

Any advice would be appreciated.
