I like the stamped concrete look. There are so, SO many options. I'm sure it looks real nice!

If the concrete that you want to paint which is part of the house, and that concrete (on BOTH sides) is ABOVE grade, then you can paint it. The moisture in the house that might want to leave the house via the concrete that's AVOVE grade can 'exit' the house in other ways. Concrete that's ABOVE grade and part of a 'finished space' in the house, is very commonly sealed/painted.

RE: Can you use your housepaint as a finish on your concrete? - I don't know. It's possible that the can says, directly, that it's not a masonry product. Take the can w/you to the local Paint Retailer. Maybe you can use it if you use the RIGHT primer/sealer. And you may need 2 coats of primer/sealer, and 2 coats of finish paint (2 coats primer/sealer, 2 coats finish paint, in that order!) Maybe not. Be SURE to clean, and let dry, the area(s) you want to paint! Prep work is key. Do use the right 'tools'. You said you want to do this job once, and right. (That's my thinking all the time too.) Then spend good $$$ on good material and tools, and you'll be rewarded. If you skimp, the finished job will show that!
