Fireplace Odor......

Even though it is summer, I would first start with building a small hot fire in the fireplace to dry out the chimney. I would use kindling only, and have it burn for approx 1/2 hour to dry everything out. Then, after the fire is out and cold (the next day) remove all the ashes from the fireplace. Close the dampner completely to prevent backdrafts.
You may have a problem where there is a slight negative pressure in your basement that pulls air down the chimney. This could be caused by a clothes dryer blowing air outside, or a central air conditioner that doesn't allow enough return air to the basement. That being the case, you may have to balance the air flow to eliminate this negative pressure. (negative as compared to upstairs) If there is more than one fireplace on the chimney, make sure the other dampner is closed too.
Lastly, you might consider installing a chimney cap/dampner. these devices stop air from the top of the chimney and could solve your problem.
