You should go ahead with your plans. You'll love yourself for doing it. I finished my basement last year. Had concrete floors, mold on baseboards, humid, wet insulation in outside walls, previously flooded from neighbors unit, & now carpeted, painted, mini bar, and DRY!
GETTING A DEHUMIDIFIER IS A MUST. My basement used to be 70%+ humid, now its <50% because I keep the humidifier on all the time at 6 hr intervals. No subfloor needed I think. Tile is great idea! Was this post helpful? Yes: or No:
