I have a similar problem with a couple of fluorescent fixtures I have installed in my house. An electrician friend of mine said that the problem was caused by the fact that my electrical system is of the old two wire type and fluorescent lights often require grounding to consistently come on. In the newer part of the house which is grounded, I have no issues with my fluorescent fixtures.
