Cedar siding

Hi,
My husband and I painted the outside of our home which has cedar siding. We scraped in areas until we exposed the cedar underneath thinking that this would allow the stain to adhere better. However, we have noticed that the stain is peeling and seems to be coming off in several areas. It looks as though it needs to be restained. We only gave it one coat and we didn't prime it prior to the initial staining process.
Can you help? We asked out local paint store and questions, but they did not suggest that we prime prior to staining the cedar?
What do we do now?
