paint on new concrete floor

We just added a screened porch with a concrete floor to our recently purchased home. We allowed the concrete to cure for 8 weeks (according to information from paint company) and then treated the concrete with muratic acid. Then we painted with special paint for concrete. Now everytime it rains or the weather is very damp the floor becomes sticky, and the paint begins to bubble and flake in some areas. How can we remedy this awful situation? We would appreciate any advise you can give us.
