I guess I have to agree with George about the damp basement. If there is standing water in any amount it is indicitive of high humidity. 48% is high if the climate is very cold, since the reletive humidity at any cold surface must be kept below 70% to prevent mold and mildew growth (RH rises as air is cooled). Does the dehumidifier in the basement run continuously? I agree that more ventilation may help, and an air to air heat exchanger can pay for itself depending, again, on the climate. A ventilation control that runs the system for a specified amount of time each hour may help. If you have a force air heating system, be sure duct leakage is not forcing more basement air into the house than would otherwise enter.
