This job involves building a new support pad, which you can do, moving the 220 power which you may be able to do, and removal and re-routing of the line set which you cannot do without specialized equipment. The condenser has refrigerent in it that must be properly evacuated by a certified refrigeration technician. After the refrigerent is removed, the line set can be removed and replaced or rerouted. Because this system operates under very high pressure, specialized brazing techniques are used to join line-set components. In most cases a homeowner cannot do this himself.

I suggest you contract with a mechanical contractor or HVAC company to perform the move. You may be able to reduce the cost by doing portions of the work yourself; however you should not try to disconnect or re-route the refrigerent lines.
