A start would be to at least post the brand of the washer if not also the complete model number off it so we can see how it was designed. They're not all the same.
You can find tips for locating the model and serial number tag *on your appliances* in the 'Repair Parts' section of my site linked below.
** my washer is not draining the water after its done nor is it spining after washing **
Is it doing anything at that time? Eg. sounds, movement, timer advancing???
BTW. Most washers wouldn't be able to spin if they don't drain the water first first but they will usually at least make some sounds.
