Any texture on the subsurface will be noticable through the wallpaper. You can either sand down the texture or coat over it to prepare the wall for wallpaper. Depending on the amount of texture, many different methods are available to remove the texture, screens work the best for large areas where you are removing lots of material....but they make a mess unless you get a shop vac attachment...then the make a moderate mess.
