Well a compressed-air "pogo stick" hammer with a spade tip may work, however when I'm working I simply use a painter's "5-in-1" tool and a good hammer. Sometimes if needed I will switch to a flat bar.
Also when scraping the area clean a small sized floor scraper helps quite a bit.
