Touch-up Stove Top

Most of the appliance touch ups available will discolor if used in very close proximity to the heating elements often ending up looking worse than the chip. I don't know of any which will withstand the direct heat in those areas.

If the chip is away form the elements you could give a touch up a try as long as you keep possible discoloration in mind. The only other options would be to remove the cooktop panel and have it reporcelained or replaced (if still available).
