Sorry to hear about your difficulty with peeling paint. First of all, if I could ask you some questions to help diagnose your problem:

What type of wall are you painting, drywall? What kind of texture is on it, and has it been painted prior to this time?

What kind of paint are you using? (brand, oil or water base, semi gloss, 100% acrylic?)

Is the primer sticking ok, and what type of primer are you using?

How are you applying the paint?

If you could answer these questions, I can further help you with your problem. In the meantime, do NOT use Kilz...it is simply a stain-blocker, and a low-quality one at that.
