it means both.longer run time will give you longer intervals between cycles.i could be wrong but i think it only makes a difference for heating and has nothing to do with the ac.if it's the ac thats giving you trouble you may have to relocate the thermostat.
ps that adjustment switch is called the heat anticipater.
