The two rods are a "current" NEC requirement.....your installation may be older......Good solid connections are required......

The Pipes are bonded to insure they are "grounded".....NOT to establish another ground....di-electric unions and plastic pipe often break the ground.....

Using the Phone/surge protector at the computer is a good idea to protect any device "downhill" from that connection......BUT that still leaves any other phones vulnerable to surges.......perhaps a "system" protection is needed.........

A local Electric Utility has begun "renting" meter base surge protection........
