Special hardware to hang pictures from crown moulding?

My sister told me that the reason my upstairs crown mouldings are mounted 1/4" below the ceiling is to enable use of special picture hanging hardware - so that I won't have to worry about trying to hang pictures on my plaster walls. Can anyone give me information about what type of hardware I would use to hang pictures from these "lowered" crown mouldings?
