Are you sure it is 1 gallon?? Most early low volume flush were 1.6 gallons, some of the newer are 1.5 gallons. The early low volume flush toilets were known to have problems with flushing. If after removal and inspection, if no problems are found in the drain or toilet, I would recommend replacing with a new toilet. I have found the new low volume flush toilets are very reliable on flushing
