Deck stripping

have a deck/porch/stairs,runners to re-finish. Paint is flaking. need to know which liquid/gel stripper to use which is Environmentally friendly to the soil. Which can also be washed off with water.
All lumber is treated. Can I use a water-base primer, or should I use oil-base.??
