tiles in basement

After pulling up linoleum in my basement I found a variety of different 9x9 tiles that were popping up off the floor. I began to take the tiles off and there is black glue on the concrete floor and back of tiles. I was told to remove the tiles in order to lay carpet. Is that correct? Some of the tiles are very hard to take off and I am worried about the tiles being asbestos (some tiles are popping off while others are very secure). I also have ceiling tile nailed into 1x1 boards across the joyces. Can this be removed easily and without any hazard? Thank you.
