Use an excavator and then just whack! it with the bucket. Seriously, we had a rental house that was on a wood foundation and needed to be leveled. Got down in the crawl space with all the creepy crawlies and put house jacks under major beams and then just jacked them up an inch or so every week. Did the trick - then we sold it.
