glue off of concrete sun-room

We have pulled up outdoor carpeting in our sunroom due to water leaking in after a major downpour here. The carpet had been obviously held down with concrete nails and glue. We have decided to paint the floor but have this terrible old glue and dirt on this floor - the dirt is in the glue and we don't know how to get this up except to rent a sander.
Any suggestions????
