A company called the "Shutter Shack" told me they do design these. A note from them follows:
"Thanks for visiting our site yes- radiator covers to go over your baseboard units ARE available. They look like the regular radiator covers but of course on a much smaller scale. If you send us your measurements we will be happy to quote you a price ( need the L x H x D). They are constructed of the same material- baked enamel paint on steel."
