Slow Flushing Problem

The sewer pipe has a restriction somewhere between the toilet and the city sewer line or septic system, especially if all your toilets do this. If some toilets work and others don't, then there is a restriction from the toilet that does not work and the sewer line. Remove the cap off of the cleanout plug. Flush the toilet, watch the water through the cleanout plug. If the stoppage is from the plug to the sewer, then the water will come out of the uncapped cleanout plug. If the water flows slowly, then the stoppage is inside the house and it's time to have the line cleaned out.
