In this situation the reflective foil surface of the bubble wrap will do almost nothing. The "bubble" air spaces will insulate, but won't they "pop" when you walk over them?
Putting down a good 5/8 inch pad under your carpet will help a lot, but certainly the best thing would be to get that crawl space insulated.
