Hi Jane,
I'm not sure the total extent of the damage to the shingles. Assuming the 'tentacles' are removed, simply re-prime and re-paint. I wouldn't spot-repaint the affected areas. You might as well do the entire wall.
As for broken shingles, the last time I checked, Home Depot and Lowes sold asbestos-cement shingles. If not, use the Yellow Pages and start looking for Roofing and Siding businesses. Bass Supply in my area use to carry the shingles. They've since been bought out by Allied Building Products. If whoever you find in the YP doesn't have what you want, don't hesitate to ask the company if they know someone that DOES.
Be sure to clean the siding first before spot-priming and painting to ensure a good 'bond'. My best to ya and hope this helps.
