Question for Builders

When a house is completed, is it acceptable for wind driven rain to occasionally get past the exterior siding material (brick, hardiplank, stucco, etc) and get the sheathing wet and for water to show up around the perimeter of the basment floor at the bottom plate? I know homeowners would freak if this happened but was wondering if in certain severe environments you just have to expect some wetness from a builder perspective.
