You do not want water to reach those portions of a structure that are not protected against it. If the weather is more severe then you improve your building method.
Sounds like someone didn't do their caulking and sealing job correctly.
You do not want water in your basement. A little water now means more water later.
These are not acceptable and the builder and/or your local building association or inspection department should be contacted. You have a resonsibility to your insurance and mortage company to not accept a structure
with damage occuring.
