Do you have any GFCI (Ground Fault Circuit Interupter)(I think) outlets in your house?
Having been stumped once by a similar "problem" it turns out one of the GCFI outlets (usually in the kitchen, bath and/or even garage) had tripped. It had nothing to do with the breaker box.
