Sealing Cement Blocks

We built a house a few months ago. We live in SC in a flood zone, so we had to elevate our house 10 feet. We used the standard size cement blocks to enclose the bottom, which we use as a garage and for storage. We have a lot of humidity in that area and things are starting to mold and things feel damp most of the time. And after the topical storms came through, the blocks inside that area were wet. Would using a sealer help with that? And if so, what is the right type of sealer?
