how to waterproof cinder block wall

We live in central FL. After hurricane Jeanne, water leaked into 3 rooms of our house. The builder used some sort of concrete finish, not stucco, on the cinder block walls and this finish apparently provides no water protection. I have been reading through the older posts about elastomeric paints and am still confused. Is an elastomeric paint the best thing to use? It is very humid here, and I am concerned about mildew. What else can we do to stop water from coming through the walls? The current building code doesn't address waterproofing for this type of exterior finish.
