mold underneath wallpaper above shower

Hi,
I've seen lots of posts, but no answer to this problem. What do I do? Tear down the wallpaper and keep it off? Is the wallpaper plus the steam from the shower creating this mold? Is it enough to just take the wallpaper off?
Any suggestions?
