When unscrewing or screwing a light bulb into its socket, The base of the bulb will be hot! If you touch the base, you will have a shocking experience! Normally the base is at Neutral potential. What color wire is connected to the output of your Circuit Breakers? Is only one circuit reversed or are all circuits reversed? Is the power panel properly wired where black wires go to the circuit breakers and white wires to the ground block? Keep us posted...
