Crumbling Surface on Basement Walls

The surface of our (1940's?) poured concrete basement walls seems to be crumbling slightly. This is just a surface issue and is not deep (less than 1/8th inch). We would like to repair and paint these walls.

I have read about effervesence from the salts in the wall coming to the surface. Could this cause this surface erosion? How would we go about repairing and patching this to prepare it for paint?

We are trying to surprise our son before he returns from his vacation by redecorating his bedroom.
