Particle Board Cabinets

The condo that I am renting has old particle board cabinets. The recently repaired roof leaked during major storms and leaked into the kitchen. The rain came through the drywall and down the cabinets. This has caused several problems:
1.) The particle board swelled with the water and is separating

2.) There is a lovely mildew/mold odor coming from the drywall above and behind the cabinets.

The owners wanted to replace the cabinets and tear down the drywall and replace it as well.

However, the condo association refuses to pay for this repair. They want their repair man to wash the cabinets down with ammonia -- which they claim will take care of the smell -- and then glue the cabinets back together. They only want paint on the ceiling and wall -- no repair to the actually drywall.

I am not sure this is the best solution -- and owners agree with me --

Anybody have any ideas how these particle cabinets are going to react with ammonia?

Also are we correct in thinking that just painting the drywall will not remove the odor?
