cinder block wall damage

We have a cinder block wall at a school. The roof was replaced with a rubberized roof but is not sloped correctly so there is standing water near the edges. We also have guttering around the perimeter. The cinder block has several layers of paint inside and out. We have several areas where the paint has bubbled up and is coming off on the inside and out. This is occuring near the top of the wall as well as the bottom of the wall. What are my options for repair?
