It's code for new construction, the idea is that people are using really big wattage hair dryers and that leaves not much for anything else. And the 20A GFI is for the vanity outlet. A wall outlet on another wall can be on one of the 15A circuits but service all outlets with GFI since a bathroom is a wet/damp location.
