Using a metal staple to fasten electrical wires on Christmas lights is a strict no-no.
The wiring can move in the wind, chaf through the insulation, and short across the wiring.
Fires have in the past been caused by this method of attachment, and no doubt be caused in the future.
The Griswold method of attaching wires as shown in "Chrismas Vacation" is not the way to do it.
Your homeowners association is correct.
