cold floors

I bought an older home. The aluminum siding starts after the second block. I insulated the whole house before I moved in but the floors are extremly cold and you can feel coldness coming from all the baseboards and the walls are cold near the baseboards. I think it is coming from the blocks around the house. Is there anyway I can insulate the two blocks and run more vinyl siding to cover it up? I don't know where else the cold could come from. What can I do to aleviate the coldness from the floors and baseboards. You can really feel how cold the floors are when you sit down otherwise the house is pretty warm.
