winter is not the best time to put shingles on but as long as they lay "flat" the winter winds,rain ,snow, should not pull them up wards.(tar tab on shingle does not activate until warm sunny day).
i've seen alot of shingles stored outside, providing they are laying flat.


and is he putting roofing felt on the entire roof under the shingles.this will help to eliminate any future leaks, if a shingle fails, or wind driven rains go up under them.

better to get him to put flat shingles on, even if he has to get them from his supplier at "his cost".
