just a note to all, that flappers are now made to keep your low flow toilet as is and the wrong flapper on some models won't work. but since low flow toilets don't always work to flush down your larger waste, they should not be mandated for new construction until they are made to flush anything with the low water volume flush.
there are austrailian toilets that can flush anything with low water as they push the waste instead of our models method of creating a siphon that drags down the waste then runs out of water before the waste gets to the street..
