one of those scare crow motion sensor sprinklers. aimed at a usual spot that the dogs go to.
or you could also check into the animal control office for help to impound these dogs that careless owners allow to wander the streets. people will complain if their dog gets hit by a car ,but will do nothing to stop that dog from roaming loose.
