Get the cost per gallon of propane to compare with electric. Electric in your area is often supplied by less-expensive hydroelectric.
A gallon of propane gives 93,000 btuh per hour and you can expect about 75% of that to come out the ducts, so a gallon is worth about 70,000 btuh.
Electric baseboard is 100% efficient and has 3413 btuh per hour. That would be:
1 gallon of propane is worth 20 kilowatts.
If a gallon of propane is 1.50, then the equivalent electric kilowatt rate would be 7.5 cents per kilowatt. The electric baseboard requires no service and no ductwork, so work out the costs of installation and how much that would cost to make up at the fuel rate.
