water leaks in fireplace

I have a two story house with a fireplace in the master bedroom upstairs & a fireplace in the den downstairs. The house is about 15 years old. The walls of the fireplaces & the whole house is stucco. Since we moved in, every time there are rain storms, the front of the fireplace bricks & carpet are always wet. It always happen on the right hand side when I am facing the fireplace. I have the roof man fixed it several times. He repaired the flashings and put new black papers under the tiles. I have a tile roof. I also have the chimney cap repaired. Last week, California had a strong rain storms for about a week, water was coming out under the bricks in front of the fireplace. The carpet was soaked with water. Water was dripping down to the fireplace downstairs and the bricks in front of the downstairs were all wet. Greatly appreciated anyone can give me suggestions. Thank you. (Paul)
