Henry would know, but I think you just need lots of elbow grease...

Sand it with a palm sander to get rid of the top layer of material, down to the virgin wood, then finish sand it by hand to remove the swirls.

Then refinish however Henry suggests, he's the one who really knows. He may suggest a different approach than sanding too, I'm not proud.
