I've only know brass to be attached to lead pipe. What is your pipe made of? If it's cast iron then you usually have a cast iron flange that is lead and oakumed on.
Is the collar you see a 3" wide solder joint or is it a mechanical joint that tightens down? Soldered joints are lead inside of the brass flange and soldered at the top. Cut them loose with a small wood chisel.
