This property sounds like a great deal if the price is approximately equal to the value of the land. If things are as bad as you indicate, I would be inclined to raze the house and rebuild. You would get a valuable home of modern, high quality construction, and would minimize your exposure to building permits. Sometimes a property is worth much more than the structure sitting on it, and that may be the case here. Happens where I live in California all the time. It may be less expensive to build new, than renovate.
