HELP! Underlay for Laminate Flooring

We're looking for the best underlay for laminate flooring. Something that makes it feel solid as well as good sound control. Going over both concrete and plywood subfloors. Looking at basic poly/foam, Steps 3 and 1, Cork, etc.

Any help with this topic would be greatly appreicated!
