The switch is a Double Pole Double Throw (DPDT) switch. In one direction, only the light will be energized. In the other direction, both will be energized. In the Center, none will be energized. The main question is which side is up? Flip up and the light lights, flip down and both will be on (OR) Flip up and Both are on or Flip down and only the light will be on. Diagram the circuit and you'll see either will work..
